The poor needs assistance

The topic of the poor is a common discussion. There are many people that have no money and people want to help. I believe people can have contempt towards the poor people.
A person can offer every program for the poor and not make the poor work for the program. This shows contempt for the poor. A poor person needs to develop skills that help them in life. A person should not only give gifts but also make people work for the gift.
A person can't not offer a program for the poor people. There is a time for programs for the poor people. 
This requires wisdom from the Lord.
Jesus loves the poor people. We need to love the poor people. So we need to accept Jesus in our hearts then allow God to guide us. The problem is that mankind will based things on their thoughts. We need to based things on the Bible.

Proverbs 14:31

 Whoever oppresses the poor shows contempt for their Maker,
    but whoever is kind to the needy honors God.
